In an era where national security extends beyond traditional battlefields, Kalki Sena’s “Counter Terrorist Combat Course 2025” has emerged as a pioneering model of citizen-level preparedness. The graduation ceremony at the Advanced Combat Training Centre, Noida, organized by the Sena’s Northern Command, celebrated more than individual achievements—it marked the rise of a disciplined, dharmic movement blending civil responsibility with national pride.
The Rise of Disciplined Citizenship
Historically, India’s defence focus has centered on formal state institutions: the Army, Air Force, Navy, and paramilitary forces. Wing Commander (Dr.) Pushkal Vijay Dwivedi (Retd.), Chief of Kalki Sena, reminded attendees that true security begins within society itself.
“Kalki Sena is committed to uplifting Hindus across physical, mental, economic, and social dimensions. We prepare warriors to safeguard temples, communities, and Bharat’s sovereignty. Empowerment is a sacred duty rooted in Vaidik Shakti, not a slogan,” he explained.
Dwivedi emphasized that civil defence is not militarization—it is moralization. It transforms citizens into disciplined, alert, and capable contributors to national stability, aligning with Rashtriya Suraksha (National Security) and Rashtriya Punarnirman (National Reconstruction). The Sena functions as a lawful, disciplined extension of society, standing beside the state.
The Training Philosophy
The Counter Terrorist Combat Course 2025 represents the third stage in a four-tier system designed to move participants from awareness to tactical readiness. Trainees from across Bharat learn urban warfare, close-quarter battle, self-defence, surveillance, weapon handling, survival psychology, and rescue operations.
Anand Pratap Singh, PRO to the Chief, highlighted, “Each level intensifies training, developing reflexes comparable to elite police or commando units.” Commando Instructor Varun Rawat added, “Our goal is deterrence through competence. We train Kalki warriors on par with special forces standards, building a disciplined, self-reliant citizen base ready for crisis response.”
This layered training creates “distributed resilience”—a network of law-abiding citizens able to supplement state response during emergencies.
A Defence Leader with a Scholar’s Mind
At the heart of the movement is Wing Commander Pushkal Dwivedi, a rare blend of soldier and scholar. His career spans operational command, DRDO research, and policy innovation through the Bhartiya Shiksha Anusandhan Parishad (BSAP), where he serves as Director-General.
Recognized globally as the “Father of Self-Defence Science,” Dwivedi institutionalized self-defence academically under the Bhartiya Shiksha Board (BSB), integrating combat psychology, situational awareness, civic ethics, and motivation into school and college curricula. His academic accomplishments include degrees from Lucknow University, IIM Ahmedabad, ISB Hyderabad, IIT Mumbai, MICA Ahmedabad, and the University of California, with ongoing doctoral research on Quantum Weapons linking ancient Indian strategic thought with modern technology.
Recognition Beyond Borders
Under his leadership, Kalki Sena earned a place in the London Book of Records as the world’s largest civilian combatant volunteer organization. Beyond symbolism, this reflects a structured approach to civilian participation in national security. Notably, Dwivedi presented a civilian command structure proposal to Defence Minister Rajnath Singh prior to the Pahalgam terror attack, envisioning trained civilians supporting state forces during asymmetric warfare or terror incidents—a concept increasingly validated today.
Ethics of Lawful Power
What sets Kalki Sena apart is its disciplined philosophy. Adjutant General Gaurav Pandey emphasized, “Kalki Sena is not about protests or demonstrations. We focus on building a powerful Hindu diaspora capable of lawful deterrence while supporting the Government of India in protecting the nation.”
Senior board members Dr. Siddhartha Bhattacharya and Mr. Alok Kumar highlighted the organization’s administrative and intellectual depth, underscoring its lawful and ethical approach.

Beyond uniforms and drills, the 2025 graduation signifies Bharat rediscovering civic self-confidence. Citizens increasingly seek structured, legal, and ethical ways to contribute to national security without encroaching on the armed forces.
